Certificate request generator

What happened to My Certificate Wizard? Nobody keeps it up to date?
Could it be updated with latest ssl libraries or maybe the same functionality Certificate Request generator) could be included on the GUI?
Certificate Request generator allows sysadmin to give secure vpn access easily to a person who is not nearby.
Certificate request should also be able to be generated on smart card, so the secret key would be completely secure.
