TAP not routing in Windows 7

TAP not routing in Windows 7

I have a set of software that uses the OpenVPN TAP and its worked great in Windows XP for years (both 32 and 64 bit). My organization is stepping up to Windows 7, and now this software cannot talk to each other via the TAP. I'm using:

Windows 7 64-bit
OpenVPN 2.1.3
WinPcap 4.1.1

I'm using IP v4 only and the IP and subnet are statically set. My software causes the TAP to enable itself, like it should. I can see data on the receive or sent side (though it seems to change sides). When I open the other program that should talk to the first, I can see the packet counter also increment, but it doesn't appear to be routing across the interface. I can't completely disable the firewall, without an IT nightmare, but that's probably going to have to happen soon. I added a rule to allow all connections for both programs. I installed the TAP as administrator, installed both programs as administrator, and ran both as administrator. I tried with compatibility set to Windows XP SP3 on both, and Vista on both. I've tried multiple versions of OpenVPN. None of this seems to be working.

My first question is, is there any logs to troubleshoot this? OpenVPN installs "OpenVPN GUI", which does nothing when I double click and only has "Proxy Settings" and "About" when I right click. I can't find any logs to browse, or any sort of GUI beyond Windows network interface status window.

It'll be a good if you post config files on OpenVPN server and client. See log in c:\program files\openvpn. From GUI if there is a .ovpn file, when right clicking will appear "connect", which will pop up a window with log.
