Some very basic quesitons...

I am new to OpenVPN. I have several questions I am not clear.

1. Is the OpenVPN on the download page client or server or both? (http://openvpn.net/index.php/open-source/downloads.html)
2. Is the server cross-platform-able? Or it can be only in linux?
3. Does the server has to be the top computer of my local network acting like a router? Can it be a computer under a router?

you can define via its config to act as a server or client.

yeap..which platform you want to run it on?

nope

yeap...just configure your routing tables correctly.
