OpenVPN connect just stopped working for one user

(Win 10, all patches installed)
When clicking on the icon, nothing is visible.
Running from a command prompt just returns back to the prompt. No output to screen. This means no way to use any CLI options.
However task manager shows OpenVPN connect process is running somewhere.
Uninstalling and reinstalling did not fix the issue.
Deleting %TEMP% did not fix it either.
However running as a different user does work..
So for now I have kludged by setting EXE to "run as administrator" and created a local admin account for the user to get working again.
Apart from nuking from space, are there any other secret options ?
