(Win 10, all patches installed)
When clicking on the icon, nothing is visible.
Running from a command prompt just returns back to the prompt. No output to screen. This means no way to use any CLI options.
However task manager shows OpenVPN connect process is running somewhere.
Uninstalling and reinstalling did not fix the issue.
Deleting %TEMP% did not fix it either.
However running as a different user does work..
So for now I have kludged by setting EXE to "run as administrator" and created a local admin account for the user to get working again.
Apart from nuking from space, are there any other secret options ?

Odd issue. Almost seems to me like the app is indeed open and running but perhaps out of screen view? If the system tray icon at least shows can you double click that, and see if at least in the taskbar the icon for the main window shows? If so, click that once, then press alt+space, tap M, and use cursor keys on the keyboard to move the window back into view?
Otherwise I think close the program using task manager, then dig into %APPDATA% or %LOCALAPPDATA% and move the OpenVPN Connect related stuff out of the way for this user, then reboot, and see if it comes back (probably without profile but that can be fixed).
