OpenVPN Connect on RDP – more than 1 user at a time

Hi! We run a VPN server and some remote desktop servers. We want to establish a solution where all users of a remote desktop can connect to our VPN server on startup.
We tried to let them just use OpenVPN Connect Client, but it turned out that if one user has an OpenVPN task running, no other user of the same remote desktop server can open it or connect to the VPN server. Thats incredibly impractical for our users. How can we solve this? How can we make all users of the remote desktop able to use OpenVPN at the same time?
