Thanks. I reinstalled from the re-downloaded file and there is no luck as same error happening again and again from the screenshots above. I installed by
https://swupdate.openvpn.org/community/ ... -Win10.exe and the installed succeed while stopping in the TuN/TAP section for a long while. I'm confirming I'm the Admin user of Windows 10 Pro x64 Workstation and I downloaded a fresh version of MS Windows 10 Pro x64 just from MS website and there is no bloatware in my system. I can confirm I have successfully installed the OpenVPN 2.4 version on my Windows 10 Pro x64 Workstation until before latest major MS upgrade/update version.

https://prnt.sc/u05d4t in my Windows 10 Pro x64 Ethernet adapter section. I succeeded to run OpenVPN after running the
https://swupdate.openvpn.org/community/ ... -Win10.exe once in my system and then I reinstalled the OpenVPN 2.5 and there is no luck in installation, the same issue on first post screenshots appears again and again forever.
May please advise me how shall I proceed now?

The version 2.5 of openvpn for windblows is a beta release and is bound to have issues. I have tested it myself and it does have issues, although my install did complete. I do not know why yours does not and can offer you no advice because I do not know.
For now, you will just have to wait until the release is made official.

If you are primarily wishing to use the 2.5 beta because of TLS 1.3 support note that this was backported into the official release 2.4.9 and provides TLS 1.3 negotiation across platforms including Windows 10
I access my home OpenVPN 2.4.9 server running on a Raspberry Pi from Windows 10, IOS and Android clients all of which utilise the TLS 1.3 exchange as can be see in both the client and server logs
