Working inactive Option

It would be nice to have a working "inactive" option in openvpn.

I need somthing like:
Connections which exist longer than 15 Minutes and are not used anymore should be killed for security reasons.

At the moment, there is a inactive option, but it doesn't work.

I added line "inactive 900" in the client config file.
I only started the openvpn tunnel and I didn't transfer any data.
I waited for more than 15 Minutes, but nothing happens.

Other settings are default values:
reneg-sec 3600
ping 30
ping-restart 60

Maybe an app is using the VPN in background .. ?

No. There was no other program open.

I use openvpn version 2.4.4 on a windows 7 laptop.
