Always-on VPN not working

The option to let Android manage an Always-on VPN connection via OpenVPN does not work.
  1. Enabling the option in the System Settings creates a persistent notification that says "Always-on VPN disconnected. Tap to set up".
  2. Selecting that bring you back to the main VPN System Settings page.
  3. On the VPN System Settings page, it shows that "Always-on active" under OpenVPN, but it's not connected to any VPN servers
  4. Selecting "OpenVPN Connect" brings you to the starting activity in OpenVPN Connect app.
To me, the expected behavior should work like an L2TP/IPSec VPN connection where you specify a single server and let Android manage the connection. This is on a Nexus 6p running Android 8.1 OPM5.171019.015 (February security patch). I also have a single OpenVPN profile imported and configured before trying to add this Always-on option.

Is this a known bug? Are there plans to fully implement this? Sorry if this has been posted before, the forum doesn't allow you to search for "always-on".

I know this is old, but I am experiencing the same issue on Android 10.
