Unable to install TAP in windows 8.1

Hi, I'm trying to install TAP 9.9.2 in my windows 8.1 machine. At the setup I get the error that TAP failed to install driver. So I run manually the command

I am having this same issue and have been unable to find a solution. If anyone knows how to fix this please respond!
