How to prevent users to start other VPN's than active one?

Hi,

With OpenVPN is it possible to prevent that users can run other VPN connections than the one that is active?

Example:

VPN 1 is active.
Now user wants to launch new VPN (2) connection.
In current implementation VPN 1 is stopped at the time VPN 2 is started.

How can above be prevented?
