After having to do a complete wipe and restore on my iPad Air 7.0.4, the OpenVPN icon shows as "grayed out." Tapping on the icon shows "Installing..." but never completes. I can't even delete it. Attempting to remove via iTunes only gives me "Will install" or "Install" as choices.
I had a similar problem on my iPhone after a wipe and restore until just recently when the app completely disappeared. After re-installing, it worked correctly.

Looks like re-installing via the App Store app seems to have fixed this (I had to do it twice).
