Why OpenVPN did not become a VPN service provider?

All VPN providers are based on OpenVPN.

Why OpenVPN did not consider starting its own VPN server? Users are more likely to trust, and pay, OpenVPN than any other VPN providers.

They do run one called Private Tunnel. Also, not all VPN services are based on OpenVPN.
