Can openvpn be used without the OpenVPN Connect app?

Hi.

I'm setting up an university network. In order to retrieve emails people need to go through openvpn based VPN.

We have our own univ app. Is it possible to use profiles with custom ssl and on-demand without having the openvpn connect app installed? Can we 'bundle' the openvpn feature inside our own app?

I would really love to be able to use openvpn, however the faculty is not OK with having users install another app. Otherwise I might have to go the l2tp route and I really do not want to.
