"..Not possible to gain permission to open a vpn tunnel" 4.3

I have a Nexus 4 that was running 4.2.2. It is rooted although not sure if that's relevant.

I installed openvpn connect but when I tried to open a connection that i'd imported, it said:
"Android Bug
Sorry, due to a known bug in this version of Android, it is not possible to gain permission to open a VPN tunnel"

I upgraded to 4.3 and have the same issue. It seems to implicate issues with the vpnservice.api when I try with another openvpn client.

Any ideas?

Same here on a rooted rom for S4. What gives?

Same here. I have the version 4.2.2 on a custom rom. Before I had an other custom version 4.1.2 and the application works perfectly,...What's the problem? What is the known bug?

I'm really disappointed at the lack of support here. I've posted a couple of times without any reply from the staff.

I think the issue is that no-one knows what this mystery known bug is and what version it affects. It seems other people with the same handset and code version are able to run it successfully. Do you have any idea on what the bug is?

It's disappointing to see this post is from last year and still nobody seems to know what this mystery bug is nor what versions of Android are affected. Did anybody ever figure this out? I *was* about to buy a ton of OpenVPN licenses, but now I'm considering looking elsewhere. Yea, I know it's a bug in Android, but if I can't at least find the information to tell my users what the bug is or instructions on what version they need to be on for it to work, I don't know how I can spend money on OpenVPN as a platform.
