TAP-install fails on Windows 7 Pro 64

I tried to install openvpn 2.3.1 - during installation process TAP-install error pops up
I tried to install it manually following
https://community.openvpn.net/openvpn/w ... TAPDrivers
The error is always: devcon.exe failed
I post the significant (in my opinion) lines in setupapi.dev log hoping somebody can figure out what went wrong
if more info is needed please tell me!
