Possible to create static ip for different user?

Hello, im currently a super newbie to linux and openvpn, i want to know if it is possible to give two users different ip to use? For example, i would like to use ip1 openvpn for a vmware account, how would i add ip2 and create new user to use on another vmware? And can this be done on the same linux server?

Can someone point me to the right direction? I dont know what guide to search for.

You question its not too clear. Please ask with more detailed paths and diagrams.
