need help setting up my OpenVPN config using a web proxy

I have successfully installed Virtual Box on my system but I have a problem and this is my problem:

I am running a Huawei 3G modem which some of my web site has been blocked due to payments forbandwidth so I am currently using a web proxy that sends http/https tunnel in which I need to enable WINS proxy in Vista ( but I cant cos I have looked everywhere

Guess other adapters are not useful .
Questions
1. Do I need to enable WINS proxy if yes …I need to know how to do that on vista
2. Do I need another tunnel like OpenVPN or any other VPN to convert my http/https web proxy to a network packet so that I can be able to have full access of my remote connection if yes I need guide

Well, the obvious answer would be: pay your bill, but aside from that, I don't think you're going to find much information about a particular web proxy here. Most telecom internet services that employ a proxy to control access to web content do not block non-web packets. Theoretically, you could have an openvpn server set up on a non-metered connection that you connect your device to and route all your traffic through--then you wouldn't nee to mess with a proxy at all.

I've actually done this with my N900 for when I'm traveling in areas that don't provide "roaming web access".
