ios 9.3.3 can not import profile via mail attachment

I'm at a loss and need some guidance. I'm trying to import my openvpn ovpn file via a mail attachment and I can't find the OpenVPN in the "Open in" from the mail app. In ios 8.4 the OpenVPN app was associated with the ovpn file. In ios 9.3.3, dropbox, gmail, yahoo mail, etc. are all getting associated but not the OpenVPN app. Any ideas?

Quick update. I tried importing on both an iPhone6 running 9.3.3 and an iPad AIR running 9.3.3 and have the same problem.
