unable to import .ovpn profile iPhone 4S iOS 9.3.1

There are no problems importing on iPhone 5S.
I tried uploading to my web site making sure web server specifies application/ovpn, downloading from a cloud service and uploading from iTunes.
When downloading from a web site or a cloud service OpenVPN application comes up but does not offer importing new profile like it does in iPhone 5S.

Any suggestions?

I hate to reinstall an application since I do have one working profile there from previous backup.
If I reinstall and problem continues I'll loose all profiles and my VPN access.

After verifying on a friend's 4S that import is working, I reinstalled application on mine and all is back to normal.
