can we make commercial apps base on "OpenVpn connect"

hi guys ,

we are a firewall service provider , and we plan to make a iOS SSL VPN app for our clients . i find some "gatevpn" or "ovpn searcher" are pretty cool . so can we make a app like them ? do i need to sign up some agreement to make commercial apps base on "OpenVpn connect"?
