CANT CONNECT VIA MOBILE NETWORK WHAT IS THE PROBLEM

Hi i want to use openvpn on android over mobile network.Iam living in Turkmenistan.And my mobile operator is TM Cell.I want to connect openvpn via privatetunnel but i cant connect.I downloaded the openvpn connect and downloaded amsterdam and montreal profile from privatetunnel site.And import profile and try to connect from openvpn connect program it is waiting waiting and not connecting.My phone model is samsung GT-I8190 unrooted android version of 4.1.2.Also i tried from my other samsung note3 mobile phone and also it is not connecting.A friend of mine is connecting to the same server well.But i cant connect.How can i solve this problem.Here is a screenshot when i try to connect.I searched the whole forum and also internet but cant find any solution.
