Traffic over hotspot not being routed through VPN?!

I've done some searching and can't seem to find the answer. It seems to me that all internet traffic on the phone itself goes through the VPN successfully. However none of the traffic from say a laptop connected to the phone through the hotspot goes through the vpn, instead it all goes through the regular phone. Is there anyway to fix this or should I just go with another VPN app since it sounds like some of the others do not have this issue? Thanks to anyone in advance for any advice and I do apologize if this was asked somewhere already before. If so could someone point me to that post/page? Thanks!

It it helps, I'm using a rooted Galaxy S5 on Verizon and have one of the unlimited data contracts. The tether app I'm using is the one built into the rom but I plan on trying a few others if I get a chance. I'm using the latest version of OpenVPN for Android that's in the Play Store.
