No VPN app or Pop-up message To allow App trusting Works ?

Basically need to know some common reasons why the pop up, The ones most common when installing a VPN ( Saying I trust the app to take control of the Internet ) Will NOT pop up ? I tried many applications that requires that pop up but will not show up on any.

I have a Samsung galaxy s4 active. 4.4.2 stock firmware.
Have it rooted, And also have xposed ( but nothing installed ATM that would cause a problem Other then A tethering module"disabled now" )

I used toolbox to disable, A lot of AT&T Apps And Samsung Apps, And Knox Apps.

Any common reasons this would happen would be great ? ( Been searching around but not sure what to search )
