How to use VPN to "get around" 3G/4G SIM NATed IP

I would like to take advantage of the APP "Open VPN Connect" installed on an android smartphone configured as Wi-Fi Router, connected to the Internet in 3G / 4G, to make accessible from any external connection both the remote control and the IP Camera video streaming in the Wi-Fi Router LAN.
My goal is using a VPN connection to "get around" IP "NATed" inaccessibility imposed by the telephone operators APN on their SIM data.

Can anyone help me with detailed instructions ?

Maybe i have the same problem but, i cannot find how can use OpenVPN with a modem 3G and a Tre SIM !
