How the data transfers between two vpn client happens

How the data transfers between two vpn client happens

Hello,
I want to know what is the role of openvpn server when two clients transfer data between each other. Does the whole data routes via the vpn server or the peer to peer data transfer happens.
If peer to peer data transfer does not happens i want to know if there any way to make it possible so that the role of server while communication between the clients can be minimized also to reduce the load from openvpn server.

if they communicate using their vpn based ip then ALL data pass via openvpn server.

Is there any way to make it peer to peer communication to minimize the load from the server
