I get"No usable network" when connecting with ethernet

I'm trying to connect a rooted android device using a peer-to-peer ethernet connection to a linux PC.
I am able to ping in both directions.
But, when I try to turn on the OpenVPN client, I get the "No usable networks" error.
As I understand, OpenVPN is quering android for active connections. Does it mean that there should be a connection with internet?? Because in my setup I am not connected to the internet.

Anybody can help with a workaround?
