Cannot connect to the web interface

Ok So a fresh install of openvpn-as wont let me connect to the web interface.

I have run the setup tool and changed ports to see if that was causing an issue, same thing just times out when connecting to the ip:port

checked firewall rules server should accept all connections regardless of the port, and there is no network firewall.

checking open ports on the server shows that openvpn is started but the web interface is not started.

looking at the logs I can't seem to see anything that mentions the web interface not starting.

I have tried uninstalling and reinstalling with no luck, I have no idea where to go from here
