Connection Refused

Hi,

I am trying to establish a VPN tunnel between two peers. The first peer is within a LAN and the second peer is operating from the cloud. Both machines are Linux. I am able to determine their public IP/port and send a test message proving that communication is valid but when I continue to establish a VPN connection, the first peer seems to be waiting patiently (which looks normal) but the second peer receives error message ECONNREFUSED: Connection refused (code=111). Do you know what this means? Is there an alternative solution to this?
