HELP NEEDED IN CREATING VPN SERVER/CLIENT

Hi seniors
i am new here and i have a little problem which i will like you all to help me out
i want to create a vpn server so i give username and password to my client before they can access the VPN server to browse with it..
and i will want it to have port: 500

please any Help that will help me to achieve the work/assignment is Welcom

If yes, can you post your configfiles here?
If no, well, if we build it for you, you still need to maintain it yourself, so it might be handy to understand what you just build.
