Remote Sysloging for OpenVPN-AS

I didn't want to reply an almost 1 year old thread. But have a couple questions.

I found the as.conf file in /usr/local/openvpn_as/etc/

and figure just add the syslog= to the end of the file.

However I can't find the rsyslog.conf file. I would assume it would be in /etc
but rsyslogd doesn't appear to be installed.
Does this need to be installed as well with apt?

the package rsyslog isn't in apt as the universe repo isn't part of the sources for hardy it seems.

Can someone point me in the right direction on getting rsyslog installed so taht I can send messages to a remote syslog server?
