New installed Openvpn troubleshooting

I installed the openvpn server at my windows7 home. I started the service and it says it is "started". But apparently something wrong. I cannot seem to be able to visit the admin page on the local machine.

I typed "https://localhost:941".

I tried netstat -an |find /i "listening", and no port 941 is listening.

Can anyone please tell me what is wrong with it?
