Openvpn is setup properly but does not connect

I installed open vpn portable from sourceforge and used the config from www.freeopenvpn.com
but it seems that it won't connect to there server

someone (or something) blocks your outgoing traffic to 74.127.64.104:443

-or-

the remote service is down...

can you verify that your outgoing traffic to this ip is allowed,and the remote service is alive?
