I just downloaded 2.2.1 to install on a Windows 7 laptop for testing. The installer reports "Can't write: C:\Program Files (x86)\OpenVPN\bin\libeay32.dll" That is not a typo, the file name is reported as libeay32.dll.
I re did the down load and ran a second try with the same result.
I attempted to install 2.0.9 with the GUI but W7-64 requires signed drivers, so that install also fails.
7/13 I downloaded 2.2.1 to an old XP laptop and installed. It appears to be correctly installed, displays the logo in the tray but does not actually display or open a window. Did another download on the W7 laptop and attempted the install with the error described above.
Any suggestions?
This issue is resolved based on a suggestion from george: "Try creating a folder in C:\Users\Username\OpenVPN and installing there." That works and OpenVPN appears to be working correctly under W7.

i actually have the same problem. When i installed the program, everything freezes! Dont be tricked, please do some background check.

Any installation must have be done under elevated privileges. Compatible mode does not give elevated privileges, so it will not help. If the file libeay32.dll can't be written and you are running under elevated privileges, then you have an antivirus issue, which false detects a virus, or the installation is really infected.
