Basic rundown, we have 4 location connected using openvpn. The "server" location has a subnet of 10.4.1.- The 3 other "sites" have subnets of 10.6.1.-,10.2.1.-, and 192.168.1.-. When i look in the server.conf the ifconfig ip is set to 10.2.1.1 10.2.1.2. Everything appears to be working ok, other then having to change the gateway at the 10.2.1.- location. However I am concerned the traffic may not be getting routed correctly. Is it normal for openvpn to grab an ip from a site's subnet? If not what should it be changed to, something off all subnets or on the 10.4.1.- one?

normally a special IP range is reserved for the VPN IPs, which should be different from all other IP ranges. It _IS_ possible to grab an IP from a LAN range but this is a bit tricky and often not necessary.
