Is it possible to implement QoS THROUGH openvpn.
i look a option with netfilter.
Is possible another option.

define 'QoS through OpenVPN'.
with openvpn you can set up a 'tap' style network which forwards raw ethernet frames - you can run 801.2p over that
openvpn also supports the TypeOfService (TOS) flag on Linux/freebsd: you can do QoS using that as well.

I Know that there is the command passtos but
What parameters do I need to add to prioritize VoIP packets?
There is some example of configure passtos for VoIP or another application?

this is outside the realm of openvpn.
you will setup QOS just like you would if openvpn was not involved, in your firewall on the vpn interface
