vpn tunnel or vpn cloud

hi all,
I would like create a vpn cloud in my office as ewon. In particular I have many clients with nas and plc or other devices.
in each client I can put a raspberry which connect to wifi to hotspot or wifi for internet access and I can connect lan to devices.

from my office if I connect to that raspberry with vpn I would reach devices connected to lan port of raspberry.

How can i create a cloud vpn in my windows server which create a sort of tunnel between my laptop and clients.
In particular many clients have plc or nas with same ip so I need connect to just one client to not risk to modify wrong plc code.

Can someone help me to find the best strategy. PS clients could't have portforwarding. Can I create a sort of ewon service on my own?

If is not of disturb. can you give me some suggestion of function to enable for my purpose. I already create an account of 3 devices free licence to test it
