Cannot connect to PFS OpenVPN server using IOS client

I am running OpenVPN on my PFSense server and using a dynamic dns but I am unable to connect. Below is what I have done thus far to troubleshoot and would appreciate any suggestions to resolve the issue. Thank you.

1. Within PFSense I have confirmed that OpenVPN is running and that the dynamic dns service is also running (all green).
2. When I connect using the openvpn client from the IOS device over my local wifi using my DDNS address I can connect with no issue.
3. I pinged my ddns url over cellular (no wifi) from the IOS device and received a reply with the global IP address that is assigned to my PFS box.
4. However when I use the openvpn IOS client over cellular or an external wifi (not my own) I can not connect and get a time out.
5. I looked at the PFSense FW log (Status>System Logs>Firewall>Normal View) and noticed that there was a connection that was blocked, it had the IP address assigned to my IOS device and the destination of my PFSense box so I enabled the rule within the FW rules which is now present in the firewall>rules>openvpn page but am still unable to connect.
