Getting Started - Totally New

I am looking at a project to connect a remote user to a business network.

I have a user with a work laptop. In the office the user accesses a web application for daily work. The web application they use checks which IP address they are coming from to allow access to the website login screen. If the user is at home they are not able to access the web application since their IP address is not known by the application provider and the application provider will not allow us to register the IP address for a single user.

This is probably a very simplistic question can I use OpenVPN to send their internet traffic to my local network then send it right back to the web application so that it appears that the user is physically in our office? I am sure there is a more proper term for what I am looking to do.

If this is possible, can you tell me what my options are for setting this up? Could you point me in a direction to get started?
