Error when changing OpenVPN-AS to layer 2

As the title says, an error occurs when changing OpenVPN-AS to layer 2 (using sacli osi_layer key) on a GCP Compute Engine instance.
However, I was able to make this change in a local Vbox without any problems.
Any type of help is welcome.

As far as I know there's realistically almost no chance to make it work in layer 2 mode on most cloud providers. They won't even let that traffic pass. Layer 3 is pretty much the only option there. And you really should use layer 3. There's like only a handful of possible applications where layer 2 is really necessary. And if that is indeed necessary then you will likely have to find either host your own solution somewhere or find some datacenter provider that will allow layer 2 traffic to occur.
