How to Set Admin Web UI port on start up ??

Hi,
Our server starts up just fine and then ... sits there like a brick and doesn't respond to the Admin UI port (943) at all. We ran "netstat" and it shows OpenVPN listening on many ports (none of which are the ports published as defaults). So ... please help. : ) We are asking if anyone knows how we can start the OpenVPN server on Windows (i.e.: no ovpn-init file anywhere and no questions to answer on installation) and directly specify the Admin Web UI port number explicitly (perhaps in the server config file). We don't see a command for this. Any help is appreciated.
