Can VPN Services Provide End to End Encryption?

Can any VPN service provide end to end encryption, is it even possible?
exit servers and internet servers....

any VPN service provides end-to-end encryption
meaning traffic between endpoints (you and the server)
is usually encrypted (unless openvpn configured with none cipher option).
traffic outside the tunnel is encrypted ONLY if protocols used are encryption-based (f.e ssh,pop3s etc).

So when you surf the internet or any other protocol that is going over the tunnel, p2p, pop3/smtp, ftp, etc., everything can be encrypted?
