[HELP NEEDED] Limited Data Rate

Hi guys, I'm new here, and I'm not a vpn programmer. I'm simply a casual HSS user.
Recently, I've been having problems browsing via HSS. I used to be able to utilize HSS perfectly. But then our ISP put up a firewall that blocked full VPN access by limiting the data transfer rate down to around 4kbps (that's what I think what happened atleast). So basically, I can tunnel through the ISP network and connect to HSS, but can't do anything else due to the insanely low data transfer.
Is there a way to bypass the ISP firewall in order to gain full data transfer speed again? Thanks.
