iPhone WiFi Personal Hotspot and OpenVPN

Greetings,
I have a working OpenVPN setup with a listener on both UDP port 1194 and TCP port 443. I finally caved and signed up for the tethering option on my AT&T iPhone. The WiFi "Personal Hotspot" option works well, but I cannot connect to my OpenVPN server with my Mac via UDP, and while TCP connects, it disconnects after about 15 seconds with "connection closed" in the logs.
I'm guessing AT&T is doing some kind of DPI since my TCP listener is on the https port. Does anyone have this working? Could it be a config issue on my end?
