Can't create a new TAP adapter on Windows 2k8 R2 64bit

Hi guys.

Win2k8 R2 64bit on Amazon EC2, OpenVPN 2.2.0.

OpenVPN is installed and works fine with one tunnel configuration. Unfortunately, I need at least 2 VPN tunnels. According to manual, I need to create an additional TAP interface for the second VPN.
I use a shortcut in OpenVPN menu ("Add a new TAP virtual ethernet adapter") and get the following:

C:\>"C:\Program Files (x86)\OpenVPN\bin\tapinstall.exe" install "C:\Program Files (x86)\OpenVPN\driver\OemWin2k.inf" tap0901
tapinstall.exe failed.
Can you help me with debugging and fixing?

PS. Unfortunately I cannot use another version of MS Server - it's a domain controller in 2k8 R2 AD, and Amazon suggests using only 64bit version....
