Windows TAP Interface does not get assigned IP address

Hi,
I have a weird problem with Openvpn 2.1.4 on Windows Server 2008 R2.
I have OpenVPN set to start as a service configured as a client. When I start my Windows Server the IP address passed to the server from my main OpenVPN Server does not get assigned to the TAP interface.
I can see in my log file on the Windows Server that OpenVPN is getting passed an IP from the OpenVPN Server. It just doesn't get assigned to the TAP interface. If I manually restart the service the IP address gets assigned.
I have not seen any meaningful errors in the log files.
Anyone else had a similar issue?
