Help, how to use OVPN to create a mobile hub&spoke network?

I'm trying to setup a hub&spoke network where a central computer can simultaneously run scripts remotely across a wireless network of mobile "offline" devices. They will only be connected to the internet so i can remotely manage them. Being fairly new to networking i began with RDP but found that i would only be able to administer each computer one at a time. Ive tried a number of programs being marketed as a mass controllable RDP with scripting abilities but none of them worked, but maybe im just going about this wrong. Ive looked at openVPN's tutorials and while they are mostly written in acryonym, im willing to learn it, but i'd like to know if its going to work.
So to clarify, these devices are handheld, all running windows 7, each group (1-20) of them will be connected to a wireless router (just a consumer one), each in a different location, and i shouldnt need to connect to more than one group at time but i would like to reserve the ability to connect to any number of them at one time and run scripts on them simultaneously.
1. Is VPN the right solution for the type of network im looking to create? If so, can anyone recommend a setup tutorial aimed at those with minimal networking experience?
2. What other, possibly simpler, methods exist for creating this?
3. Is the ability to run scripts remotely a completely different thing altogether? If so, what am i describing?
