build TAP-Win32 driver using the latest Windows Driver Kit

I open the Win7 x86 free build environment and then change directory to tap-win32 directory, type "build -cef" and got:
BUILD: Compile and Link for x86
BUILD: Loading d:\winddk\7600.16385.1\build.dat...
BUILD: Computing Include file dependencie
BUILD: Start time: Wed Jan 19 15:33:49 20
BUILD: Saving d:\winddk\7600.16385.1\build.dat...
BUILD: Finish time: Wed Jan 19 15:33:51 2011
BUILD: Done
0 files compiled
And in i386 directory, there is no sys file.
Any ideas? TIA.
