TAP-Win32 connection unplugged

Hi, I am new to openvpn. Just installed it(version 2.1.4) on Windows XP and looked like it installed successfully. But the "tap-win32" connection always show disconnected. Is that expected behavior?

it usually shows up as connected if you correctly configured openvpn and
you started the service....
