Problems when install OpenVPN on windows server 2003 VPS.

Dear Experts,
I am new to OpenVPN, and I have already successful setup VPN connection between 2 PCs with Windows XP SP2 system(by using OpenVPN2.1.4 ).
and also successful on Windows 7.
today I tried to install openVPN on an VPS server(Windows Server 2003 datacenter enterprise edition,SP2,32bit system), it failed at installing TAP-win32 adapter driver,and it can NOT automatically create network connection for TAP-win32 adapter neither.
I tried a lot of versions of openVPN(including beta versions), none of them can be install correctly.
